Comcast Appoints Former FCC Commissioner Rachelle Chong as Regional VP of Government Affairs for California

Comcast announced it has named former Federal Communications Commission (FCC) and California Public Utilities Commission (CPUC) Commissioner Rachelle Chong as Regional VP of Government Affairs for California, it was announced by Curt Henninger, Regional Senior VP for Comcast California.

Chong will report directly to Henninger, and will oversee all aspects of Comcast's governmental affairs activities, as well as all cable and telecommunications policy matters, throughout the state. She will be based in the company's Livermore, California office, and replaces Johnnie Giles who was recently named Executive Director of External Affairs at Comcast's corporate headquarters in Philadelphia.
Chong has the honor of being the first Asian American to serve as a FCC Commissioner and the first Asian American CPUC Commissioner. She was appointed to the FCC by President Clinton in May, 1994, and served on the FCC until November, 1997. While at the FCC, Chong worked on the implementation of the Telecommunications Act of 1996, digital television transition rules, children's television, the first spectrum auction rules, and services rules for many new wireless services.

California Governor Arnold Schwarzenegger appointed her to the CPUC in January, 2006 and she was reappointed in December, 2008. At the CPUC, Chong led broadband initiatives and regulatory reform in the communications area, including implementation of the state's first video franchise law. She also led the CPUC's smart grid, electric vehicle, demand response and dynamic pricing energy initiatives.

Following her stint at the FCC and prior to joining the CPUC, Chong served as a partner with the International law firm of Coudert Brothers in San Francisco and Palo Alto, leading its West Coast Telecommunications and Internet Practice Group. She then went on to serve as the General Counsel & VP, Government Relations of Broadband Office, Inc., a Kleiner Perkins-funded broadband, communications, and applications service provider start up. In that role, Chong was responsible for a 14-person Legal and Government Affairs team, Human Resources and Real Estate Operations Department.

After her CPUC service, Chong was appointed by the Governor to be Special Counsel, Advanced Information and Communications Technologies, for the California Technology Agency. In this capacity, she led broadband, digital literacy, and public safety communications initiatives for the state, and advocated before the Federal Communications Commission, the Department of Commerce, and Congress on communications policy matters.

Chong brings 27 years of experience to her new position. She began her career in 1984 practicing communications law before the Federal Communications Commission and the California Public Utilities Commission with the law firms of Kadison Pfaelzer in Washington D.C. and Graham & James in San Francisco. In 1991, Chong became a partner at Graham & James. Her clients included broadcasters as well as cellular phone and paging companies.

Chong serves as a Board Member of California Telehealth Network (CTN) and is the Chair of the Panel of Expert Advisors for California Emerging Technology Fund. She is also co-Chair of the Federal Communications Bar Association, Northern California Chapter.

Comcast is a nationwide provider of entertainment, information and communications products and services. Comcast is principally involved in the operation of cable systems through Comcast Cable and in the development, production and distribution of entertainment, news, sports and other content for global audiences through NBCUniversal.

NSW:Older people fall for internet scams

A new study has found older Australians often fall for internet scams and then become
too embarrassed to report the fraud.

The study, by the Australian Institute of Criminology, (AIC) surveyed 202 Victorians
who had sent money to Nigeria to determine why they had responded to unsolicited contact
and the impact of the fraud on their lives.

Federal justice minister BRENDAN O'CONNOR says many victims were too embarrassed to
report the fraud to authorities.

He says most frauds involved a so-called "advance fee", which promised to secure an
anticipated financial or other benefit at a later date.

The survey found that most victims had first been approached by email, with 35 per
cent responding to web based dating site while other scams started by post.

QLD:Police warn of fake cop car

BRISBANE, Feb 16 AAP - A man has been impersonating a police officer and using flashing
lights to stop motorists in Brisbane.

Queensland Police Service say the man used flashing red and blue lights to pull over
motorists in four incidents on Monday night and Tuesday morning in the Brisbane suburbs
of Thornlands, Woolloongabba and Aspley.

On two occasions, he approached the vehicle's driver and asked for documentation such
as a driver's licence, police said in a statement.

Police are looking for a man described as being of Caucasian appearance, aged in his
early 20s, unshaven and with short sandy blond hair.

He was driving an older style white Holden Commodore with tinted windows.

No-one was injured during any of the incidents and there was no attempt to assault
anyone, but police say they are concerned personal information may have been obtained.

Police are urging anyone who may have been stopped recently by an unmarked vehicle
displaying red and blue flashing lights or by a vehicle of a similar description to the
white Holden Commodore, to contact them.

Anyone who has information which may help in the investigation are asked to call Crime
Stoppers on 1800 333 000 or their local station.

CANBERRA, Dec 2 AAP - Nuclear power should not be ruled out, nor considered the only
solution to Australia's energy needs, the country's chief scientist Penny Sackett says.

With Labor appearing to split over the issue, Professor Sackett has urged Australia
to look at "a suite of energy options ... in the face of an uncertain future.

"What we mustn't do is become fixated on asking can one particular energy solution
solve all our problems," she told ABC Television on Wednesday.

"(Because) the answer to that is almost certainly no."

A new report suggesting nuclear power will be financially viable within 20 years has
sparked renewed debate within Labor about whether to change its policy.

But Prime Minister Julia Gillard has already played down the prospect of embracing
nuclear power, saying it did not "stack up economically".

Prof Sackett said most scientists and economists would recommend a "portfolio approach",
noting that energy needs are likely to change over time as technology advances.

She said a clear concern when considering energy sources was water consumption.

"The question is not only how much energy will it produce and how cheaply, but how
much water will be used in producing that energy," Prof Sackett said.

Asked directly whether Australia should go nuclear, she replied that all options should
be canvassed, including wind, while gas was likely to continue to be "an important part
of the mix".

Qld: 'Vampire killer' appeals parole rejection

BRISBANE, Dec 11 AAP - A woman known as Queensland's "vampire killer" has challenged
the Parole Board's decision not to release her from jail.

Tracey Wigginton has been in jail on a life sentence since January 1991 for the 1989
murder of 47-year-old council worker Edward Baldock.

She and three other women lured Baldock into a car at Kangaroo Point and then drove
him to a park at West End where Wigginton stabbed him 27 times and drank his blood.

Wigginton's latest application for parole was refused in July this year, a decision
which her lawyers challenged in the Queensland Supreme Court on Friday.

They have argued the rejection of her application and denial of a transfer back to
the low-security Numinbah prison farm are unlawful.

Her lawyers on Friday told the Brisbane court that Wigginton is in a catch-22 situation
because she is unable to get parole until she is moved back to Numinbah.

But, they said, authorities would not agree to her transfer because of concerns about
her behaviour if she does not get parole.

Justice Glenn Martin has reserved his decision.

KYLE SANDILANDS has been dumped as a judge on Australian Idol .. while the future of
his radio job is still uncertain following outrage over a radio stunt.

Network Ten programming boss DAVID MOTT has this afternoon announced the station has
sacked SANDILANDS from the singing talent tv show .. which SANDILANDS has been a judge
on since 2005.

It follows outrage over 2Day FM's breakfast program last week when a 14-year-old girl
was strapped to a lie detector and asked on air by SANDILANDS about her sexual history
.. during which the teenager revealed she had been raped when she was 12.

Mr MOTT says Australian Idol is very much a family program and that SANDILANDS' radio
persona had become too controversial for the show.

The future of SANDILANDS' top rating breakfast show with co-presenter JACKIE O is still
uncertain .. after it was put on hold indefinitely.

TOWNSVILLE, Feb 1 AAP - North Queensland is battening down for a tropical cyclone expected
to cross the coast on Monday.

Premier Anna Bligh on Sunday said there had been extensive rain in communities between
Ayr and Cairns, which could lead to flash flooding.

The category one cyclone, called Ellie, is expected to cross the coast about 6am (AEST)
at Cardwell, Ms Bligh said.

"I encourage everybody living in the region to take the necessary cyclone precautions,
and particularly that your radio has batteries, and that you are listening to the regular
updates that will give you plenty of warning about the effect and likely course of the
cyclonic activity," she told reporters in Townsville.

Ms Bligh recognised the state budget could also take a hit should cyclone damage eventuate.

"We do have contingencies for these sorts of activities, we would be assisted by the
commonwealth government, but I certainly hope that tropical cyclone Ellie is a fizzer
and that she blows herself out before she gets across the coast tomorrow (Monday) morning."

Queensland cabinet is due to meet in Townsville on Monday morning but it could be cancelled
if the weather worsens.

SYDNEY, Dec 29 AAP - Australians need to accept that nuclear power is part of the solution
to the nation's energy needs, Prime Minister John Howard says.

Releasing the final report of the government's Uranium Mining Processing and Nuclear
Energy Task Force today, Mr Howard said nuclear energy could help stem the inevitable
rise in the cost of electricity as the nation attempts to reduce greenhouse gas emissions.

When questioned on community fears about nuclear power, Mr Howard said he would not
object to a nuclear plant being built adjacent to his home.

"I wouldn't have any objection, none whatsoever. I'm serious, quite serious," he told
reporters outside his residence in Kirribilli today.

Mr Howard said the report by Dr Ziggy Switkowski clearly demonstrated there were no
sound reasons to prevent uranium mining in Australia.

He said the government would respond swiftly to the report's recommendations in the new year.

"Nuclear power is part of the solution both to Australia's energy and climate change
challenges," he said.

But Mr Howard admitted nuclear power was not a "silver bullet" and was not economically
feasible at the moment.

"It's not going to come immediately because it's not economic at the present time,
but it will become increasingly economic as we clean up the use of coal," he said.

Mr Howard called on the state governments to remove the existing restrictions around
Australia on the export of uranium.

He said Australia had close to 40 per cent of the world's uranium reserves.

"A nation like Australia, with all our uranium reserves and given our power needs and
the fact that they will double between now and 2050, we would be crazy in the extreme
if we didn't allow for the development of nuclear power," he said.

Mr Howard said increased energy costs were inevitable in the fight to reduce greenhouse
gas emissions.

"If there are to be reductions in greenhouse gas emissions power bills will over time
go up, there's not much doubt over that," he said.

"There's an argument that if you don't put nuclear on stream and you rely more heavily
on mandatory targets in relation to renewables you could have even dearer bills, higher
bills."

Mr Howard said nuclear power stations would not be established overnight.

"The reality is we won't have nuclear power stations tomorrow, but over time, if we
are to have a sensible response, we have to include nuclear power," he said.

"It is foolish and backward looking and old fashioned of people to say we will always
oppose the use of nuclear power.

"That makes no sense and it will do great damage to Australia's energy security."

Six teenagers have been injured in a collision between a bus and a truck in Adelaide

Nursing informatics competencies and baccalaureate nursing students.

Introduction: As information technology (IT) becomes more prevalent in our everyday lives, the profession of nursing is not immune from this progression. Nurses, being one of the largest professions of healthcare workers, are utilizing computers more often to assist in their daily work. Some examples of this are: administering medications, charting patient assessments and education, reporting outcomes and measurements from databases, and as an aid in guiding clinical decisions. This practice of fusing nursing skills with information technology to provide patient care has been called nursing informatics has by Graves and Corcoran (1989), who define nursing informatics as "a combination of computer science, information science, nursing science designed to assist in the management and processing of nursing data, information, and knowledge to support the practice of nursing and the delivery of nursing care" (p. 227). Recent passage of legislation that mandates and rewards early IT adoption in the healthcare setting will accelerate its adoption, making it the stethoscope of the 21st century (Murray, 2007). As nurses are confronted with this new reality it will be imperative that they have exposure and knowledge in order to play a meaningful and effective role in the multidisciplinary care team, as well as take part in system development and implementations. Recent literature and recommendations from influential nursing bodies such as the Institute of Medicine, the National League for Nursing, and the American Association of Colleges of Nursing, have all placed great emphasis on increasing the prevalence of nursing informatics as a key component in all levels of nursing education (Institute of Medicine (IOM), 2003; NLN Board of Govenors, 2008; American Association of Colleges of Nursing, 2008). The aim of this literature review is to determine the degree of computer technology and informatics knowledge that baccalaureate nursing students have been exposed to prior to graduation in the United States.

Search strategy: A comprehensive review of qualitative and quantitative research articles was performed in PubMed, OVID CINAHL, OVID Nursing Database, and Ovid Medline databases. The following MeSH search terms used in this review were: Computer Literacy; Nursing, Education, Baccalaureate; Nursing Education Research; Nursing Informatics/Education; and Students, Nurses. Articles prior to 2007 that did not include baccalaureate nursing students, with samples of schools located outside of the United States, conference proceedings/abstracts, and those lacking a peer review were excluded. In the initial search, 24 potential articles were identified; after applying the exclusion criteria, four journals were selected as applicable to utilize in this article (see Table 1).

Review of the Literature: Elder and Koehn (2009) conducted a two-part evaluation of 109 baccalaureate nursing students in the mid-western United States to determine how students rated their skills in word-processing, spreadsheets, databases, and basic as well as advanced computer skills. This self-survey was followed up with a computer-based evaluation, where students were required to perform some of these activities to compare their perceptions with actual performance. The authors found that students perceived their skills in some of the tested areas to be near expert, yet their assessments revealed that many performed at marginal levels required to pass a class. Students in this study did perform well in the internet portion of the assessment, although 20% reported that government agencies controlled the information online to ensure its accuracy. The study authors recommended that nursing education needs to utilize computer-based tested assessments of incoming students' skills to provide immediate feedback and allow for remedial education in the specified areas.

Fetter (2009) utilized a modified version of the Staggers, Gassert, and Current (2001) tool to assess graduating seniors in a baccalaureate nursing program. The students completed the self-assessment on each of the 43 novice nurse IT competencies, which were based on the ANA's Nursing Informatics: Scope and Standards of Practice. The competencies included such areas as: theory and clinical courses, hardware and software requirements and skills, and general comments. The students' top ranked competencies were: using internet sources, word-processing, networks, operating systems, and the keyboard. The lowest ranking items on the assessment were: using applications to document, creating a care plan, valuing informatics knowledge for practice and skill development, and using applications for data entry.

To survey baccalaureate deans and directors perceptions of nursing informatics in their programs, McNeil et al (2006) created the IT Education in Nursing Curricula Survey. Survey results showed that many current programs place greater importance on computer literacy skills rather than informatics literacy skills. Additionally, half of the respondents reported not having any informatics education in their region and many were unable to add informatics curriculum due to lack of qualified teaching faculty and non-supportive environments. Half of the respondents felt that the current and future demand for nurse informaticists was low.

To evaluate course syllabi in a baccalaureate program for nursing informatics competencies, Ornes and Gassert (2007) created a tool based upon the Categories of Informatics Competencies for the Beginning Nurse by Staggers, Gassert, and Curran (2001). The informatics competencies utilized for this study were: administration, communication, data access, documentation, patient education, patient monitoring, basic desktop software, and systems. The authors found no evidence of administration, documentation, and patient education in any of the 18 reviewed syllabi and concluded that students receive limited informatics exposure and furthermore that they may not be sufficiently prepared to use information technology.

Synthesis: Two prevailing themes are apparent in the literature reviewed: 1) Definitions of nursing informatics vary amongst academic settings and 2) Student nurses do not possess adequate computer and informatics skills to enter the healthcare environment today with adequate nursing informatics skills. Although government agencies have implemented policies requiring the use of technology and informatics in the healthcare workplace, nursing schools have come up short in adapting their curriculum to this change.

Staggers, Gassert and Curran (2001) defined the computer and informatics skills of a beginning-level nurse, which has been equated to a BSN prepared nurse, and their definition could serve as a consistent standard among academic settings. These competencies are listed in Table 2 and have been utilized to aid the integration of nursing informatics into the baccalaureate education (Ornes & Gassert, 2007). The combination of nurses lacking adequate computer and informatics skills in conjunction with nursing educational institutions failing to provide technology education has the potential to produce nurses who are clinically competent yet unable to function in today's healthcare environment. Baccalaureate nursing education is running out of time to embrace this historical change in healthcare.

Implications for practice: Baccalaureate nursing students are graduating to a reality of obsolete paper charts, clinical reference materials a click away and federal mandates for electronic medical records by 2014. More than ten years after the published recommendations of The National Agenda for Nursing Education and Practice progress has been slow to penetrate educational institutions and the nursing profession. The report, A National Informatics Agenda for Nursing Education and Practice. Report to the Secretary of the Department of Health & Human Services, recommends educating nursing students and practicing nurses in core informatics content, preparing nurses with specialized skills in informatics, enhancing nursing practice and education through informatics projects, preparing faculty in informatics, and increasing the collaborative efforts of nursing informatics (National Advisory Council on Nurse Education and Practice, 1997). These five goals are an ideal starting point to begin formulating a consistent informatics agenda in baccalaureate programs. Schools of nursing should make computer courses a recognized portion of pre-requisite coursework, assess student computer and informatics skills on admission, and integrate computer and informatics skills throughout all levels of required coursework for students. Deans and directors should consider making informatics education a core component of faculty education and professional development. The creation of learning partnerships with informatics departments at hospitals in which their students perform clinical rotations, as well as nursing informatics professional organizations can provide expert knowledge and further resources. Although implementing these recommendations may sound like a daunting task, national nursing organizations (see Table 3) have made toolkits available to assist in this curriculum addition. As the healthcare environment changes, nursing students and nursing education must adapt to meet these changes in order to adequately prepare nurses for the ever-changing and ever-increasing technologic environment that awaits them.

Study Data from K. Katsaros and Colleagues Update Understanding of Computer Networks.

According to recent research published in the journal Computer Networks, "It has become apparent for quite some time that the Internet has evolved from a network connecting pairs of end-hosts to a substrate for information dissemination. While this shift towards information centric networking has been clearly demonstrated by the proliferation of file sharing and content delivery applications, it has not been reflected in a corresponding shift in network architecture."

"To address this issue, we designed MultiCache. an information-centric architecture aiming at the efficient use of network resources. MultiCache is based on two primitives: multicast and caching. It exploits overlay multicast as a means for content delivery and takes advantage of multicast forwarding information to locate, in an anycast fashion, nearby caches that have been themselves fed via multicast," wrote K. Katsaros and colleagues.

The researchers concluded: "We evaluate MultiCache against a widespread file sharing application (BitTorrent) with respect to both network resource consumption and end-user experience."

Two months after being posted on the Army Training Network, U.S. Army training materials on the repeal of "Don't Ask, Don't Tell" or DADT, continue to be the most-downloaded information on the Army training website - with more than 85,000 total downloads.

The DADT video, a summary of top things you need to know, presentation slides and other DADT tools have also been added to the downloadable ATN2GO app. The app, which has been downloaded more than 5,000 times since it was introduced in August, allows anyone with a CAC card or Army Knowledge Online login ID to choose DADT and other Army training materials they want to download to their iPad, iPhone or Android mobile device.

Developed by a Combined Arms Center-Training team, the ATN2GO app is taking training to the Soldier - offering opportunities to view lessons-learned training videos, field manuals and a wide variety of other resources even when an Internet connection isn't available. Plus, the just-released version 2 app allows Soldiers to select which Army Training Network content they want to download to their mobile device, and also can alert them when new content is available to download.

The latest ATN2GO download set also includes:

-- A "Wide Area Security-Patrol Leader" training video set. Similar to Duffer's Drift, the set brings counterinsurgency lessons to life through the vivid dreams of a new platoon leader enroute to Iraq.

QUICK & REILLY GROUP, INC. REPORTS EARNINGS INCREASED 60% IN FIRST QUARTER ENDED MAY 31

PALM BEACH, Fla., June 25 /PRNewswire/ -- The Quick & Reilly Group, Inc. (NYSE: BQR) today reported sharply higher earnings and revenues for the first fiscal quarter ended May 31, 1996.

Net income for the quarter increased 60% to $21,721,700, or $.86 per share, compared with $13,566,963, or $.54 per share, earned in the first fiscal quarter a year earlier.

Revenues for the quarter rose 32% to $132,283,253, compared with revenues of $99,850,410 for the same period last year.

"We are very pleased with the Group's outstanding performance during the first quarter of our fiscal year," said Leslie C. Quick, Jr., chairman and chief executive officer. SAN FRANCISCO--(BUSINESS WIRE)--April 4, 1995--As part of Pacific Bell's commitment to making ISDN (Integrated Services Digital Network) accessible for mainstream computer users, the company has launched a major initiative that will join key industry players in a full-scale effort dedicated to ISDN ubiquity in California. VASCO Reports Results for Fourth Quarter and Full-Year 2006.

OAKBROOK TERRACE, Ill., and BRUSSELS, Belgium - VASCO Data Security International, Inc. (Nasdaq: VDSI) ( www.vasco.com), today reported financial results for the fourth quarter and full-year ended December 31, 2006.

Revenues for the fourth quarter of 2006 increased 44% to $25.2 million from $17.5 million in 2005 and, for the full-year 2006, increased 39% to $76.1 million from $54.6 million in 2005.

Net income available to common shareholders for the fourth quarter of 2006 was $5.1 million, or $0.13 per diluted share and compares to $3.0 million, or $0.08 per diluted share in 2005. Net income available to common shareholders for the full-year 2006 was $12.6 million, or $0.33 per diluted share compared to income of $7.7 million, or $0.21 per diluted share in 2005.

Financial Highlights:

-- Gross profit was $17.6 million or 70% of revenue for the fourth quarter and $51.7 million or 68% of revenue for the full-year 2006. Gross profit was $11.0 million or 63% of revenue for the fourth quarter and $34.4 million or 63% of revenue for the full-year 2005.

-- Operating expenses for the fourth quarter and full-year 2006 were $10.6 million and $32.8 million, respectively, an increase of 56% from $6.8 million reported for the fourth quarter 2005 and an increase of 39% from $23.5 million reported for the full-year 2005.

-- Net cash balances, total cash and cash equivalents less bank borrowings, at December 31, 2006 totaled $12.6 million compared to $20.4 million and $14.0 million at September 30, 2006 and December 31, 2005, respectively.

Fuji TV decides to dissolve tie-up with Livedoor: Yomiuri.

Jan. 24--TOKYO -- Fuji Television Network Inc. has decided to dissolve its capital and business tie-ups with Livedoor Co. following the arrest of the Internet service firm's president, Takafumi Horie, the Yomiuri Shimbun reported Tuesday.

According to the terms of the tie-up agreement, Fuji TV cannot sell its 12.75 percent stake in Livedoor without its consent. But the TV station believes Horie's arrest constitutes a breach in the tie-up agreement, the daily reported in its morning edition, citing confirmation by more than one senior Fuji TV official.

Prosecutors arrested Horie on Monday, along with three other Livedoor executives, on suspicion of spreading false financial information to deceive investors.

Fuji TV became Livedoor's second-largest shareholder after the two companies ended a two-month battle for control of the Fuji TV group's radio station in April 2005.
